What is SMME?

The division’s accountability, quality assurance, and school performance monitoring function.

School Management Monitoring and Evaluation supports the Schools Division Office in determining whether schools and learning centers are meeting standards, implementing policies effectively, and progressing toward agreed education results.

Operating within the School Governance and Operations Division, SMME consolidates evidence, validates implementation, analyzes performance gaps, supports monitoring and evaluation systems, provides feedback, and coordinates technical assistance for continuous improvement.

Policy foundation

Aligned with the Basic Education Monitoring and Evaluation Framework and the enhanced School Improvement Planning and School Report Card process.

01

Performance Monitoring

Track indicators, deliverables, implementation status, learner results, governance practices, and resource use across schools and programs.

02

Evaluation & Quality Assurance

Validate evidence, assess compliance and effectiveness, identify gaps and good practices, and provide findings for management action.

03

Feedback & Technical Assistance

Translate findings into recommendations, improvement actions, coaching, follow-up monitoring, and support responsive to school needs.

Monitoring, Evaluation and Adjustment Cycle

A disciplined workflow from targets to corrective action.

The cycle is designed to make monitoring useful: evidence is collected, interpreted, discussed, converted into decisions, and followed through.

01

Set results and indicators

Clarify objectives, baselines, targets, indicators, responsibilities, timelines, data sources, and means of verification.

02

Collect and validate evidence

Gather complete and timely data, check accuracy and consistency, and organize supporting documents for review.

03

Analyze performance

Compare actual results with targets, examine trends and disparities, identify root causes, and determine priority gaps.

04

Review and adjust

Present findings during SMEA or management review, agree on corrective actions, reallocate support, and revise implementation strategies.

05

Report and follow through

Document decisions, assign accountabilities, communicate results, monitor action points, and verify whether adjustments produced improvement.
